Authorizes a state agency designated by the governor to renegotiate and enter long-term residential leases (not exceeding 65 years) with current residents and lineal descendants of residents of Mokauea Island who have continuously resided there since July 25, 1978.

Requires lessees to participate in an educational center that teaches students, teachers, and the public traditional methods of self-sustaining Hawaiian fishing village practices as a condition of their leases.

Exempts Mokauea Island leases from zoning, construction standards, and land development statutes and ordinances, provided the state agency determines exemptions are consistent with the Act's purposes and meet minimum health and safety requirements.

Establishes the Mokauea Island Advisory Committee composed of six members representing the state agency, the Mokauea Fishing Village Association, Kai Makana, the Native Hawaiian Legal Corporation, and the Office of Hawaiian Affairs to advise on lease management and lessee compliance.

Grants the state agency exclusive authority to enforce criminal laws on Mokauea Island, with authority delegable to other state or county law enforcement agencies through memorandum of understanding.
