Extends the sunset date for Act 264 (tobacco settlement funding) from June 30, 2011 to June 30, 2015, allowing continued funding for the John A. Burns School of Medicine.

Adds new reporting requirements under Hawaii Revised Statutes Chapter 328L, requiring the Department of Health and University of Hawaii to submit detailed accounting of all tobacco settlement revenues and expenditures to the legislature within 30 days after each fiscal year closes.

Requires accounting reports to cover moneys appropriated to the Department of Health, the Hawaii tobacco prevention and control trust fund, the university revenue-undertakings fund, and medical school facility operating costs.

Takes effect on July 1, 2010, with the extended sunset provision effective until June 30, 2015.
