Require the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) Board of Trustees to provide eligible employee-beneficiaries and dependent-beneficiaries with prescription drug coverage identical to their current plan coverage.

Prohibit the Department of Human Services from requiring prior approval for health plans under Medicaid or QUEST programs to deliver services using telehealth.

Prohibit the Department of Human Services from requiring in-person visits as a condition for telehealth services to qualify for coverage under Medicaid or QUEST programs.
