Requires children who have reached age 5 on or before August 1 of the school year to attend public school kindergarten, beginning with the 2010-2011 school year, unless attending private school or kindergarten.

Changes junior kindergarten eligibility to children who will be at least 5 years of age after August 1 but before January 1 of the school year, beginning with the 2010-2011 school year.

Makes junior kindergarten program attendance non-mandatory and excludes charter schools from mandatory participation in the junior kindergarten program.

Lowers the mandatory school attendance age from 6 years to 5 years on or before August 1 of any school year.
