Requires the state departments of defense and transportation to develop a plan increasing random inspection rates of incoming domestic cargo from 5% to 10% by January 1, 2013, and to 25% by January 1, 2015.

Mandates the plan include estimated costs for resources needed such as personnel, contraband inspection dogs, high-technology equipment, and other necessary materials.

Directs the department of transportation to serve as lead agency in submitting findings, recommendations, and suggested legislation to the legislature no later than twenty days before the 2011 regular session convenes.

Addresses the legislature's finding that over 100,000 containers arrive annually from the continental United States but only approximately 5% are inspected, allowing contraband like fireworks, methamphetamine, and firearms to be smuggled into the state.
