Requires annual disclosure to the director of commerce and consumer affairs of all allowable expenditures and gifts to health care providers, including value, nature, purpose, and recipient information, with filing deadline of October 1 each fiscal year.

Establishes civil penalties of up to $10,000 per violation for manufacturers that violate gift prohibitions or fail to make required disclosures, with enforcement authority granted to the director of commerce and consumer affairs.

Mandates public disclosure of all reported data through an internet searchable database after the director issues an annual report to the legislature and governor by April 1.

Requires the department of health to analyze disclosed expenditure data to determine whether prescribing patterns reflect manufacturer influence and report findings annually to the legislature by October 1.
