Amends Chapter 88, Hawaii Revised Statutes to authorize courts to order forfeiture of all or a portion of public employee pension benefits upon conviction of a felony related to the employee's duties.

Forfeited benefits are credited to the pension accumulation fund.

Requires restoration of benefits to employees whose felony convictions are overturned on appeal.

Applies to all public employees of the State, counties, and their subdivisions, including civil service, elected, probationary, and provisional employees.

Requires employees covered under Chapter 89 to have access to a grievance procedure culminating in final and binding arbitration, and establishes a rebuttable presumption that criminal conviction justifies benefit forfeiture.
