Exempts aggregate bulk freight, cement bulk freight, coal bulk freight, and liquid bulk freight from the pest inspection, quarantine, and eradication service fee.

Imposes fines of two times the inspection fee or $50 (whichever is higher) for failure to timely pay, bill, or remit the pest inspection, quarantine, and eradication service fee.

Consolidates the Permit Revolving Fund and Microorganism Import Certification Revolving Fund into the Pest Inspection, Quarantine, and Eradication Fund, transferring all moneys and obligations as of July 1, 2010.

Expands allowable expenditures from the Pest Inspection, Quarantine, and Eradication Fund to include inspector training, industry education, permit processing, and monitoring of permitted plants and animals.

Directs the Department of Agriculture to adopt fee rules by September 30, 2010, with a default fee schedule taking effect October 1, 2010 if the department fails to comply.
