Establishes a health care claims uniform reporting and evaluation task force within the department of commerce and consumer affairs consisting of eleven members, including representatives from insurers, health plans, physicians, and the Hawaii Medical Association.

Task force directs the insurance commissioner to appoint four representatives from insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations with the largest market shares in Hawaii.

Task force shall develop policies and procedures to establish a health care claims uniform reporting system consistent with national standards and standardize third-party processing and payment of prescription drug claims by pharmacy benefit managers.

Task force members serve without compensation or expense reimbursement and must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2011 regular session.

Task force ceases to exist on June 30, 2011, with the act taking effect on July 1, 2050.
