Reconvenes the state historic preservation division's 2006 archaeological working group and expands membership to include representatives from Kamehameha Schools, Office of Hawaiian Affairs, Society for Hawaiian Archaeology, and state/county/federal agency archaeologists.

Requires the expanded working group to compile, review, and amend the original 2006 recommendations and submit a final report no later than 20 days before the 2011 regular legislative session.

Directs the working group to consider instituting licensing requirements for archaeologists acting as principal investigators to improve the quality of documents submitted to the Department of Land and Natural Resources for historic preservation review.

Tasking the working group to review licensure practices in other states, consult with University of Hawaii archaeology and Hawaiian knowledge programs on professional development, and recommend implementation entities if regulation is deemed necessary.

Establishes effective date of July 1, 2050.
