Require law enforcement agencies to accept cash, surety bonds, and own recognizance bonds during weekends and holidays during hours the court would otherwise be open on weekdays to allow prompt discharge of detained persons.

Impose a $60 bond filing fee per bond issued per defendant, with $30 retained by the processing agency and $30 deposited into the state general fund.

Allow accused persons who can afford bail to be released promptly rather than held in custody over weekends and holidays until courts reopen.

Authorize the Attorney General to adopt rules under Hawaii Revised Statutes chapter 91 to implement the bill's provisions.

Set effective date as July 1, 2010.
