Amends Act 79, Session Laws of Hawaii 2005 to extend the authorization deadline for issuing special purpose revenue bonds for Honolulu Seawater Air Conditioning LLC projects on Oahu from June 30, 2010 to June 28, 2015.

Authorizes the Department of Budget and Finance to issue special purpose revenue bonds in necessary amounts to refund previously authorized bonds and bonds issued under this authorization.

Extends the authorization to issue special purpose revenue bonds under the act from June 30, 2010 to June 28, 2015.

Requires the Department of Budget and Finance to comply with federal law regarding exemption from federal income taxation of bond interest.

Effective date: June 29, 2010.
