Establishes a Chief Information Officer position within the Office of the Governor to organize, manage, and oversee statewide information technology governance.

Creates an Information Technology Steering Committee to work with the Chief Information Officer on statewide IT governance and management.

Establishes a shared services technology special fund to be funded by an unspecified percentage of central services fees for Chief Information Officer and Steering Committee operations.

Requires the Governor to report to the 2011 Legislature with recommendations on the appropriate state agency to house the Chief Information Officer, funding levels for the special fund, and necessary implementing legislation.

Sets effective date as January 1, 2011, implementing recommendations from Auditor's Report No. 09-06 to improve state information technology efficiency during resource constraints.
