• Clarifies the definition of "consumer fireworks" to apply only to firecrackers in single paper or paperless cylinders not exceeding one and one-half inches in length and one-quarter inch in diameter with a maximum charge of 50 milligrams of pyrotechnic composition.

• Requires permit applicants for aerial devices, display fireworks, or articles pyrotechnic to present proof of a current contract with a third party for a specific event before obtaining a permit from the county.

• Mandates that permit applicants notify the county fire department immediately if the event contract is cancelled.

• Takes effect upon approval.
