Establishes a definition of "net zero energy building" as a residential or commercial building that is 35% more energy efficient than required under the 2006 International Energy Conservation Code and produces zero carbon emissions.

Requires state and county agencies to provide priority handling and processing for all permits related to net zero energy building projects if accompanied by a certificate from a licensed architect or mechanical engineer verifying the project qualifies.

Directs the council to adopt rules by January 1, 2012 implementing a prescriptive design alternative for net zero energy buildings meeting the 35% efficiency standard.

Amends Hawaii Revised Statutes Chapter 196 and sections 46-19.4 and 46-15.6 to add net zero energy building definitions and priority permitting requirements alongside existing renewable energy project provisions.

Takes effect upon approval with no fiscal appropriation required.
