Allows aggregators to receive a single combined bill reflecting peak demands and total energy consumption across multiple facilities and agencies.

Permits aggregators to install renewable energy generating facilities on government-owned or other property and use net energy metering; utilities may adjust metering to account for energy losses and transportation costs for off-site facilities.

Grants aggregators free access to metering data, though aggregators must pay for equipment needed to access data multiple times per day.

Defines "aggregator" as any government entity that is not an electric utility company and purchases electricity in bulk; participation is voluntary and does not waive competitive procurement requirements.
