Director of Business, Economic Development, and Tourism may impose and collect fees to cover administration costs of variance applications for the solar water heater system requirement for new single-family residences, with fees deposited into the energy security special fund.

Expands the state's alternate fuels standard goal from 20% of highway fuel by 2020 to 30% of highway fuel by 2030.

Current alternate fuels standards remain at 10% by 2010, 15% by 2015, and 20% by 2020, with this measure continuing the state's commitment to clean energy goals.

Effective date is July 1, 2010.
