Proposes a constitutional amendment to change the Hawaii Board of Education from an entirely elected board to a board with a minority of elected members and a majority of appointed members.

Requires a minimum of five voting members to be elected in a nonpartisan manner by qualified voters, with the remaining majority appointed by the governor with senate consent.

Establishes that appointed members must come from pools of qualified candidates presented by a newly created board of education candidate nomination commission.

Maintains the Hawaii State Student Council's ability to select a nonvoting public high school student member to serve on the board.

Aims to increase accountability for public education system performance while allowing geographic representation through elected members.
