SB 2569 Summary

• Changes the Hawaii Board of Education from 13 entirely elected members to a mixed system of 5 elected members and 8 appointed members selected by the governor with senate approval.

• Establishes a Board of Education Candidate Nomination Commission consisting of 7 members appointed by the legislature, governor, Hawaii State Teachers Association, Hawaii P-20 Council, school community councils, and the student council to vet and present qualified candidates to the governor.

• Reduces elected board districts from 2 statewide districts to 5 senatorial districts for the 5 elected seats, with each district electing one member.

• Requires the nomination commission to present 2-4 qualified candidates for each vacant board seat within specified timelines (30 days for vacancies, 120 days before term expiration).

• Makes all existing board member terms expire November 4, 2012, with newly elected members taking office under the modified election process established by this Act.
