HI SB2571

Amends Senate Bill 2571 to implement constitutional amendments to Article X, Section 2 of the Hawaii Constitution by requiring board of education members to be nominated and appointed by the governor with senate advice and consent.

Creates an eight-member board of education consisting of six voting members representing specified geographic areas (one each from Hawaii, Maui, and Kauai counties; three from Honolulu), one voting chairperson designated by the governor, and one non-voting student member.

Establishes staggered initial terms of two, three, and four years, with subsequent terms limited to four years; members may serve no more than two consecutive four-year terms, except initial appointees to shorter terms may serve two ensuing consecutive four-year terms.

Sets student member terms at two years with option for one additional consecutive term; requires senate reconfirmation at least 120 days before term expiration.

Provides that a majority of voting members constitutes a quorum, with three voting members sufficient when board has fewer than six; members serve without compensation but receive travel expenses for board business.
