Amends Section 201H-38, Hawaii Revised Statutes, to modify exemptions for housing projects developed by the Hawaii Housing Finance and Development Corporation.

Adds requirement that new residential developments in school impact districts must comply with all statutes, ordinances, and rules relating to school impact fees and school impact districts (sections 46-142.5 and 302A-1601 to 302A-1611).

New residential developments are defined by section 302A-1602 and must be located in school impact districts designated pursuant to section 302A-1604.

Removes blanket exemption from planning, zoning, construction, and subdivision standards for housing projects in school impact districts.

Effective July 1, 2099.
