SB2589 - Charter Schools; Omnibus

• Requires charter school review panel to adopt clear reauthorization processes and evaluate charters no later than four years after initial issuance, then every six years thereafter.

• Limits charter school administrative office operational expenses to no more than 2% of annual general fund allocation for staff salaries and executive director compensation.

• Requires per-pupil allocation checks to charter schools to be co-signed by the executive director and an authorized agent of the charter school review panel.

• Increases the limit on new start-up charter schools authorized by the panel, allowing up to three new schools for each accredited existing school and one new school for each revoked or voluntarily closed school.

• Establishes procedures for charter schools to occupy vacant public school facilities when departments close schools, and creates a separate charter schools account in the state treasury for per-pupil fund distributions.
