Requires the auditor to conduct a sunrise analysis on the proposed regulation of athletic trainers in Hawaii, without waiting for a referring concurrent resolution.

Auditor must analyze the definition and scope of practice for athletic trainers and make recommendations on whether regulation should be implemented.

Auditor shall consider alternatives to proposed regulation as appropriate.

Auditor must submit analysis reports to the legislature no later than twenty days before the 2011 regular session convenes.

Addresses the finding that Hawaii is one of the few states without athletic trainer regulation, despite trainers working with children as young as twelve years old.
