Removes the twelve-month expiration limit on electricity credits, enabling credits to accumulate and be used to offset future electricity consumption charges indefinitely.

Maintains monthly billing while requiring annual reconciliation of net electricity production and consumption at the end of each twelve-month period.

Requires electric utilities to provide customer-generators with monthly statements showing current balance owed, net electricity produced, and accounting of accumulated unused credits.

Takes effect upon approval.
