Reduces county affordable and workforce housing requirements by 40 percent as a temporary measure to stimulate housing construction statewide.

Implements a proposal from a construction industry task force established by Senate Concurrent Resolution No. 132, S.D. 1 (2009) to preserve and create jobs in Hawaii's construction industry.

Amends Hawaii Revised Statutes section 46-15.1(a) to add language exempting counties from the full affordable and workforce housing requirements for residential development projects.

Takes effect upon approval and automatically repeals on December 31, 2015, with the original housing requirements reinstated at that time.

Addresses delays and burdensome requirements that have prevented affordable and workforce housing projects from being constructed in Hawaii.
