Designates two Hawaii surfing reserves: the Waikiki Hawaii surfing reserve (surf breaks from Ala Wai to Waikiki War Memorial Natatorium) and the North Shore Hawaii surfing reserve (surf breaks from Alii beach in Haleiwa to Sunset beach on Oahu.

Extends each reserve from the high water mark and includes all surf breaks within the defined boundaries.

Authorizes the department to recognize surfing as an asset to Hawaii, place commemorative signs or markers, and promote federal, state, and county collaboration in protecting and nourishing the reserves.

Defines "Hawaii surfing reserve" as a coastal area recognized for the cultural and historical quality of its surf and its relationship between the water and surfers, including beach and adjacent surf zone.

Defines "surfer" to include bodysurfing, bodyboarding, surfing, stand-up paddle boarding, and other recreational water activities, but excludes riding waves on machines.

Takes effect July 1, 2010.
