Adds new section to Hawaii Revised Statutes allowing procurement officers to purchase lubricating oil and industrial oil containing the greatest percentage of recycled oil, with exceptions for unavailability, performance issues, higher costs, or warranty conflicts.

Establishes optional affirmative programs for chief procurement officers to promote recycled oil procurement through bidder publications, conferences, solicitations, and outreach to trade associations.

Adds seven new definitions to the procurement code: "biodiesel," "biofuel," "industrial oil," "lubricating oil," "recycled oil," "soil enhancement product," and "virgin oil."

Changes biofuel preference language from mandatory to permissive language and relocates "biodiesel" and "biofuel" definitions from section 103D-1012 to the definitions section.

Repeals Chapter 103D, part XIII of Hawaii Revised Statutes and takes effect January 1, 2011.
