Amends Hawaii Revised Statutes Section 712-1215 to expand the offense of promoting pornography for minors to include disseminating pornographic material to a person who represents themselves to be under 18 years old, in addition to actual minors.

Modifies Section 806-83 to add the offense of promoting child abuse in the third degree (Section 707-752) to the list of Class C felonies for which criminal charges may be instituted by written information.

Makes technical corrections to Section 806-83 by clarifying language in multiple statute references related to firearms, cigarettes, controlled substances, securities registration, and other criminal offenses.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
