Eliminates State and county employer contributions for group life insurance benefits programs for active employees effective July 1, 2010.

Removes statutory language requiring the State and counties to make monthly contributions to the fund for group life insurance benefits for employees.

Specifies that group life insurance programs must operate at no cost to employers, with the State and counties making no contributions.

Requires employees to authorize withholding of their own contributions for group life insurance, to be transmitted monthly by the comptroller or finance officer.

Allows employees to pay contributions directly to the board's designated carrier or third-party administrator if withholding is not possible.
