Limits Medicare Part B premium reimbursements from the Hawaii Employer-Union Health Benefits Trust Fund to retired employees only, eliminating coverage for spouses and surviving spouses.

Changes the State and county contribution requirement from covering retired employees, their spouses, and surviving spouses to covering only retired employees enrolled in Medicare Part B.

Removes the obligation for the fund to reimburse cost increases in Medicare Part B premiums for employee-beneficiary spouses and surviving spouses.

Maintains the requirement that all eligible retirees must enroll in Medicare Part B medical insurance as a condition of receiving fund contributions and participating in health benefits plans.

Takes effect on July 1, 2010.
