Amends sections 87A-34, 87A-35, and 87A-36 of the Hawaii Revised Statutes regarding employer contributions to the Hawaii Employer-Union Health Benefits Trust Fund for retired employees.

Modifies state and county contribution requirements by limiting monthly contributions to the lesser of either a percentage of the base monthly contribution or the actual cost of the health plan the retiree is enrolled in.

Applies to three categories of retirees: those hired before July 1, 1996 who retired with fewer than ten years of service; those hired between July 1, 1996 and June 30, 2001 with fewer than twenty-five years of service; and those hired after June 30, 2001.

Contribution percentages vary based on years of service, ranging from 50% for those with fewer than fifteen years to 100% for those with twenty-five or more years of service.

Effective date: July 1, 2010.
