Amends Hawaii Revised Statutes Section 87A-23 to clarify how health benefits plans for Medicare-eligible retirees coordinate with Medicare coverage.

Requires the health benefits plan to be secondary to Medicare and provide benefits, coverages, and deductible levels that approximate those available to similarly situated non-Medicare-eligible retirees.

Establishes that co-pays and deductibles for Medicare-eligible beneficiaries shall approximate those paid by retirees not eligible for Medicare, and prohibits the fund from duplicating Medicare coverage or paying more than it would without Medicare.

Maintains existing requirements that the State and counties contribute at least the Medicare Part B premium amount for eligible retirees, spouses, and surviving spouses, with reimbursement within 30 days of any rate increases.

Requires all eligible beneficiaries to enroll in Medicare Part B as a condition of receiving fund contributions and benefits; effective July 1, 2010.
