Provides employer contribution amounts for Hawaii Employer-Union Health Benefits Trust Fund (EUTF) health benefit plan premiums for plan years 2009-2010 and 2010-2011 for collective bargaining unit 10 employees and excluded state officers and employees.

Maintains employer contribution amounts at the same dollar levels as fiscal year 2008-2009 due to an impasse in negotiations over employer-union health benefits trust fund issues.

Establishes specific monthly employer contribution amounts for employees based on coverage type (self-only, two-party, or family), ranging from $3.59 to $416.80 per month depending on the health benefit plan selected.

Requires employer to pay 100% of the Trust Fund's fiscal year 2008-2009 administrative fees or the lesser of fiscal year 2009-2010 or 2010-2011 administrative fees, plus $4.16 per month for group life insurance coverage.

Provides that contributions from federal, special, or other funds shall be paid proportionately from their respective funding sources, with unexpended funds lapsing on June 30 of each fiscal year.
