Authorizes the director of finance to transfer $7,000,000 total from various non-general funds to the general fund on June 1, 2010, to address the fiscal year 2009-2010 budget shortfall.

Transfers $500,000 from the state motor pool revolving fund to the general fund.

Transfers $1,000,000 from the state risk management revolving fund to the general fund.

Transfers $1,500,000 from the medicaid investigations recovery fund to the general fund.

Transfers $2,000,000 from the University of Hawaii housing assistance revolving fund and $500,000 each from the agricultural loan reserve fund, agricultural loan revolving fund, and $1,000,000 from the convention center enterprise special fund to the general fund.
