Requires health insurance plans issued by accident and health insurers to offer coverage for qualified children of the principal enrollee up to age 27 at the enrollee's option.

Defines a "qualified child" as an individual who would be a dependent child but for age, is under 27 years old, and is not enrolled in another health insurance plan.

Applies the same dependent coverage extension requirement to health insurance plans issued by mutual benefit societies.

Requires health maintenance organizations to include the dependent coverage extension in their policies and contracts.

Becomes effective on July 1, 2010.
