Repeals the cap on the number of public charter schools allowed to operate in Hawaii, eliminating restrictions on new start-up and conversion charter schools.

Establishes multiple public charter school authorizers by allowing the superintendent to designate eligible public/private postsecondary institutions and nonprofit organizations as charter authorizers in addition to the existing Charter School Review Panel.

Requires public charter schools to apply for charter reauthorization every four years initially, then every five years thereafter, with a formal charter renewal process and appeals mechanism.

Ensures equitable per-pupil funding for public charter school students equal to non-charter public school students, including special education services and federal aid proportional to student enrollment.

Transfers charter school administrative oversight from an elected Executive Director to a Deputy Superintendent for Public Charter Schools appointed by the superintendent, making charter schools more integrated into the state education system.
