Raises the contractor licensing exemption threshold from $1,000 to $2,500 for projects where the aggregate contract price for labor, materials, taxes, and other items does not exceed this amount.

Exemption does not apply to projects requiring a building permit or to portions of larger projects deliberately divided to avoid licensing requirements.

Changes language in the owner-builder exemption from "must register" to "shall register" for exemptions under section 444-9.1.

Takes effect upon approval.
