Allows the Hawaii Labor Relations Board to award costs and attorneys' fees to employers in labor disputes, in addition to existing remedies.

Expands civil penalty provisions to apply to employers, employees, and labor organizations that commit unfair or prohibited labor practices, previously limited to employers.

Civil penalties for willful or repeated unfair practices that interfere with statutory rights or discriminate against parties exercising protected conduct shall not exceed $10,000 per violation.

Board must consider the gravity of the unfair practice and its impact on the charging party, other persons exercising statutory rights, and public interest when determining penalty amounts.

Effective date is July 1, 2010.
