Allows the Department of Human Services to implement evidence-based cost and safety measures for psychotropic medication coverage in QUEST, QUEST Expanded Access, and fee-for-service Medicaid programs.

Guarantees continued coverage of currently prescribed generic or brand name antipsychotic medications and unrestricted access to new generic psychotropic medications.

Authorizes the department to use claims edits, prior authorizations, and step therapy within therapeutic classes for new psychotropic prescriptions while ensuring access to medically necessary medications.

Requires all covered psychotropic medications be prescribed by a psychiatrist, physician, or advanced practice registered nurse with prescriptive authority duly licensed in Hawaii.

Takes effect July 1, 2010.
