Amends Hawaii Revised Statutes §76-1 to clarify that equal pay for equal work applies within bargaining units and between same jurisdiction classes, rather than across all jurisdictions.

Restructures collective bargaining authority under §89-6(d) by reducing the Governor's voting power from six votes to two votes for most state bargaining units (1), (2), (3), (4), (9), (10), and (13).

Eliminates county mayors' collective voting power in state-level negotiations for most bargaining units, instead allowing mayors to negotiate either collectively as a single unit with one vote each or separately for their respective counties.

Removes the requirement that simple majority decisions include at least one county when a bargaining unit includes county employees from multiple counties.

Makes the Governor the sole negotiator for Department of Education bargaining units (5) and (6), removing the Board of Education's two votes and the Superintendent's one vote.
