Removes bargaining units (2), (3), (4), (6), (8), and (13) from the binding arbitration process under Hawaii Revised Statutes Section 89-11.

Allows these six bargaining units to resort to strikes and other remedies after the fiftieth day of impasse, rather than being subject to mandatory binding arbitration.

Moves these units to subsection (d) procedures, which include voluntary mediation and optional mediation up to day fifty, after which parties may use remedies not prohibited by agreement or law.

Keeps bargaining units (9), (10), (11), and (12)—registered professional nurses, institutional/health/correctional workers, firefighters, and police officers—under the binding arbitration requirement in subsection (e).

Takes effect upon approval.
