Amends Hawaii Revised Statutes Section 386-3.5 to remove the exclusion that prevented public sector workers covered by Chapter 89 collective bargaining agreements from negotiating alternative workers' compensation systems.

Allows public unions and public employers to collectively bargain and design alternative workers' compensation systems, matching the existing ability of private unions and their signatory employers.

Requires the director to approve bargained workers' compensation agreements within 90 days if they meet or exceed the benefits and coverage mandated by state law.

Specifies that benefit coverage agreements shall not be subject to arbitration and directs the director to adopt rules to implement the provision.

Takes effect upon approval and applies only to collective bargaining agreements negotiated after June 29, 1995.
