Establishes the Hawaii Sports Commission within the Department of Business, Economic Development, and Tourism to develop, enhance, and promote sporting events and sports-related programs in Hawaii.

Creates a 13-member governing board consisting of 8 gubernatorial appointees, the executive director of the Hawaii Tourism Authority, and the four county mayors or their designees; appointed members serve up to three consecutive four-year terms.

Empowers the commission to develop strategic sports plans, provide technical assistance, conduct market research, promote Hawaii as a sports destination, and coordinate with state and county agencies on sports-related activities.

Establishes the Hawaii Sports Commission Special Fund through legislative appropriations, private contributions, and revenue from licensing fees and royalties to cover administrative costs and event expenses.

Requires the commission to submit annual reports to the governor and legislature; effective July 1, 2010 with an initial appropriation of $100,000 from the special fund for fiscal year 2010-2011.
