Removes requirement that remote dispensing machines only dispense drugs acquired pursuant to section 340B of the Public Health Service Act, allowing broader drug sourcing.

Clarifies definition of "remote dispensing pharmacy" to include federally qualified health centers that provide outpatient medical care in any county and dispense prescription drugs through remote dispensing machines.

Modifies Act 190 (Session Laws of Hawaii 2004) to preserve definitions of "institutional facility" and "unit of use container" when section 461-1 is reenacted on July 1, 2010.

Ensures amended definitions of "remote dispensing machine" and "remote dispensing pharmacy" are not repealed on January 2, 2014, when other amendments to section 461-1 expire.

Improves access to medications and pharmacy services for residents in underserved, remote, and rural island areas.
