• Requires the Department of Education to develop and maintain a free, public searchable budget database website containing all moneys received ($5,000+) and expended ($1,000+).

• Database must include entity names and addresses, expenditure amounts, funding sources, and budget programs or activities; employee salary information shall be disclosed as salary ranges rather than specific amounts per privacy law.

• Financial data must be updated semi-annually in downloadable format and archived for a minimum of five years with public feedback capability.

• Database website must be available to the public no later than July 1, 2011, containing only public records and information not protected under state or federal law.

• Department may implement the database in phases if full funding is unavailable, with the initial phase required by July 1, 2011; effective date January 1, 2050.
