Adds definition of "primary pet enclosure" as any kennel, cage, or structure used to restrict a pet animal to a limited area of space.

Expands the definition of "necessary sustenance" for pet animals to include veterinary care when needed to prevent suffering.

Establishes specific requirements for primary pet enclosures including: safe materials, shelter access, injury protection, cleanliness, solid resting platforms, and sufficient space for animals to stand, sit, lie, turn around, and interact safely with other animals.

Applies the new primary pet enclosure standards as part of the legal requirement to provide adequate care to preserve the health and well-being of pet animals.

Takes effect July 1, 2050.
