Amends Hawaii Revised Statutes to redefine "bicycle" to include vehicles powered by electric motors in addition to human-powered bicycles for purposes of county vehicular taxes and statewide traffic code.

Allows electric motor bicycles to either supplement human pedal power or power the vehicle entirely, while maintaining the same general vehicle classifications as traditional bicycles.

Establishes specifications for bicycles that may be transported on public buses: wheelbase no longer than 44 inches, tires 2.3 inches wide, wheel diameters 20 inches or larger, and total weight not exceeding 55 pounds.

Identifies hybrid bicycles as viable transportation alternatives to reduce petroleum fuel dependency and promote energy diversity in Hawaii.

Takes effect upon approval.
