• Establishes a temporary task force chaired by the Department of Health to develop definitions and regulations for clean and sober homes and halfway houses without requiring formal governmental licensure.

• Task force must determine definitions of clean and sober homes and halfway homes, identify community concerns about their locations, and assess the needs of individuals requiring their support services.

• Task force membership includes representatives from the Department of Health, Hawaii Substance Abuse Coalition, Hope Help and Healing Kauai, Hina Mauka, Ka Hale Pomaika'i, Aloha House Inc., Community Alliance on Prisons, and Oxford House Inc.

• Task force must develop accountability procedures and protocols that balance community interests with the needs of individuals requiring support from these homes.

• Task force must submit recommendations and any proposed legislation to the legislature no later than twenty days before the 2011 regular legislative session.
