Requires private entities and homeowners associations to revise rules by July 1, 2011, governing the placement of solar energy devices on residential properties.

Prohibits rules that render solar energy devices more than 25 percent less efficient or increase installation, maintenance, and removal costs by more than 15 percent.

Forbids private entities from assessing or charging homeowners any fees for the placement of solar energy devices.

Prohibits requiring an encumbrance on title as a condition for solar energy device placement until June 30, 2015.

Takes effect July 1, 2010, with Section 1 repealing and Section 2 taking effect on June 30, 2015.
