Moves Hawaii's primary election date from the second-to-last Saturday in September to the second Saturday in August in even-numbered years.

Changes the nomination paper filing deadline from the sixtieth calendar day prior to the primary to the first Tuesday in June.

Extends the deadline for filing nomination papers for offices with no candidates from the fiftieth day prior to the election to the tenth day after the original close of filing.

Applies these changes to primary elections held before the November 2060 general election and every election thereafter, with an effective date of July 1, 2050.

Addresses federal requirements under the National Defense Authorization Act to mail absentee ballots to overseas and uniformed voters at least 45 days before federal elections.
